Biotechnology Regulatory Authority of India (BRAI) Bill, 2009 prepared by the Department of Biotechnology, Section 63, Chapter 13 has a clause which reads "Whoever, without any evidence or scientific record misleads the public about the safety of the organisms and products specified in Part I or Part II or Part III of the Schedule I, shall be punished with imprisonment for a term which shall not be less than six months but which may extend to one year and with fine which may extend to two lakh rupees or with both.".

Will this apply to people who say they are safe, as much as people who are skeptical?

As an elder past 70, I have seen it all :   I craved Andhra in 1952 and was disappointed at the rough treatment to non-Telugu livelihood earners in Andhra districts then ;  I noted the rumblings even at that time in the Telangana districts of the Hyderabad state against being steamrolled ;  I wondered why a hasty union was being brought about in 1956 :      I was not surprised by the movements later in 1969 and 1972.  I noted since 1979 (when I moved to Hyderabad) the strangled cries and intense cravings of the Telangana people to  have their own voice.  I have been a questioning resident of Andhra Pradesh ; and      I am now ready to be a willing part of a full-fledged state of Telangana, sharing the joys of people of Telangana though originally from outside Telangana.  I (and several lakhs like me) can do so only if the union government doesnot dither any further. - Letter to the Commission  M V Sastri
